Goodluck Jonathan from Nigeria is second.

And lastly, credit where credit is due, George Bush junior looking like straight out of an old Marlboro commercial.

Sorry, I gotta side with your second-place pick, as his name is a phrase I’ve heard often but rarely encountered. ;)
And if you look REALLY close at GW’s hat, you can see the “Size Extra-Extra Small” label… :D
